Start with the vacancy, not a pass guess
If you are outside Singapore, start with the actual vacancy on the employer's careers page. Write down its duties, location and application route. Then choose: apply through the verified route if your evidence fits and there is no stated restriction that rules you out; ask through an official role-question route first if an answer would change whether you apply; or skip an explicit mismatch. Asking first can save an unsuitable application but may delay you if the role closes. Applying now may keep you in consideration but does not resolve whether the employer considers overseas candidates or any work-pass question. Do not treat applying as permission to work.
For an Employment Pass (EP), Singapore's Ministry of Manpower (MOM) says an employer or appointed employment agent applies on the candidate's behalf. MOM says a candidate need not be in Singapore when the employer applies. S Pass applications also have an employer or appointed agent route. Those rules describe pass applications, not a promise that this vacancy accepts overseas candidates or that you qualify. The employer and current MOM guidance must settle the applicable route.

Here is a hypothetical Singapore operations-coordinator vacancy. Its careers page has an Apply button and a role-question form; it asks for a weekly shipment-status log, internal follow-up on exceptions, and a handover note. That evidence does not establish that they followed up with internal teams or wrote handover notes; time employed cannot fill either gap.
The applicant would first check whether they can actually meet the remaining duties, rather than put them on a CV without evidence. The Apply button is clear; the overseas question is not. If an answer before applying matters to them, they can use the role-question form and wait, accepting the risk that the vacancy may close.
